Closed Deck vs Open Deck

Every turn you draw from exactly one pile: the closed (face-down) stock or the open discard. Then you throw one card onto the open pile.

ClosedUnknown card.
OpenKnown, public.
BothOne draw a turn.

Closed

You get information only after you pick. Safer when the open card does not finish a group. The rest of the table does not learn your suit from that pick.

Open

Speed. Also a broadcast. If you pick 8 of hearts, hearts 8 was useful to you. Opponents stop throwing hearts into your run.

Empty closed pile

Some tables reshuffle the discard minus the top card. If the lobby freezes, wait. Do not tap declare to skip a freeze.
