MIUI hides sideload behind 'Install unknown apps' or an Install via USB developer toggle, depending on the year. You allow the app that is installing (Chrome, Files, GetApps), not a global forever-yes from a pop-up ad.
Typical path
Settings → Privacy / Apps → Special permissions → Install unknown apps → Chrome or Files → Allow. Then tap the APK in Downloads.

If Xiaomi Security deletes the file, restore / allow this app. Do not download a 'MIUI rummy booster'.
